Positions: 2 (1 Male & 1 Female)
Position Objective: The Community Engagement Focal Point is responsible for community-level implementation of ACF’s drought emergency response activities in District Thatta. This includes community mobilization, social mapping, village identification for drought response, formation of drought response teams, ensure transparent household assessment, establishment distribution sites, support in validation, coordination with key stakeholders in community for the distribution arrangement, village profiling, and facilitating cash support, livelihood inputs, and clean drinking water distribution to vulnerable populations and ensure all the relevant documentation. The position ensures that project activities are inclusive, transparent, and culturally appropriate, while maintaining close coordination with the communities and relevant stakeholders & support in complaint response mechanism.
Relevant Experience: Bachelor's Degree in Social Sciences, Community Development, Rural Development, or related field. Minimum 2–3 years of experience working on humanitarian or development projects, particularly in:
- Drought response programs
- Clean water distribution or WASH-related activities
- Cash and livelihoods support
- Community Engagment
Good understanding of Sindh’s rural context, particularly District Thatta. Fluency in Sindhi and Urdu is mandatory; basic English is a plus.
Strong communication and interpersonal skills for working with diverse communities.
Job Description:
Mission 1: Community Mobilization and Engagement
This position is responsible for:
- Responsibility to ensure the effective field implementation of Anticipatory Response and community outreach activities in the field.
- Community Engagement in drought Response activities
- Establishment of drought response team.
- Conduct community entry, sensitization, and information-sharing meetings about drought response activities.
- Build and maintain trust with community leaders, elders, religious leaders, and vulnerable groups.
- Facilitate community participation in the project cycle, from planning and beneficiary selection to distribution and feedback.
- Promote gender-sensitive and inclusive participation in all project activities.
- Develop micro plan of community outreach activities in consultation with the team supervisor.
- Community sensitization on the program objectives and methods to stimulate & eventually promote the understanding and participation of the target population.
- Community sensitization starts at village- and Community-leader levels and eventually extends to the entire population.
Mission 2: Village Identification and Profiling
- Collaborate with local authorities and community representatives to identify most-affected villages.
- Conduct village profiling including population demographics, livelihoods, WASH access, and vulnerability indicators.
Mission 3: Household Assessment and Beneficiary Identification
- Conduct door-to-door household assessments to identify vulnerable individuals based on predefined selection criteria.
- Assist in community-based targeting processes, ensuring transparency and equity.
- Participate in social mapping exercises and support verification and registration of beneficiaries.
Mission 4: Clean Drinking Water Distribution
- Support planning and implementation of clean drinking water distribution, including:
- Identification of water-scarce villages.
- Coordinating with water tanker suppliers or water filtration units.
- Community mobilization around safe water handling and hygiene practices.
- Monitor the delivery process and ensure beneficiaries receive safe and sufficient quantities as per Sphere standards.
- Gather feedback from beneficiaries to improve water distribution efficiency and accountability.
Mission 5: Cash and Livelihoods Assistance
- Area mapping to identify the distribution sites in consultation with the community members and team leaders.
- Assist in the identification of cash beneficiaries and facilitate cash transfer or voucher distribution.
- Help in the planning and monitoring of livelihood support interventions, including small business inputs, livestock, or agriculture tools.
- Ensure fair, timely, and secure distribution of support items, respecting ACF’s accountability procedures.
Mission 6: Monitoring, Reporting, and Feedback
- Collect data, prepare field visit reports, and maintain logs of community activities.
- Support Post Distribution Monitoring (PDM) and rapid assessments.
- Act as a community focal point for complaints, feedback, and suggestions, and refer them through ACF’s complaint response mechanism.
- Report any protection concerns or violations of humanitarian principles to supervisors immediately.
Mission 7 : Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies
This position is responsible for:
- Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies
- Implement all work related activities with a gender, inclusion and child protection lens
- Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability
Specific skills needed to perform the function:
