An international organization c/o Pakistan Red Crescent Society is looking for a Senior Officer Result Management and Reporting to assist the Country Officer in their day-to-day operations in the country.

Purpose of Country Senior Officer Result Management and Reporting position:
The purpose of the Senior Officer Result Management and Reporting is to strengthen Norwegian Red Cross’ operational management through ensuring adoption of the minimum standards in the Country and lead on the measurement, quality assurance and documentation of results.
The overall responsibility as Senior Officer Result Management and Reporting based in Islamabad, Pakistan:

Strategic Responsibilities:
-
Contribute to adherence to the Operational Framework and established Norwegian Red Cross minimum standards in addition to project management methodologies.

Support Host National Society planning, monitoring, evaluation and reporting in line with established project agreements and project plans.

Support needs analysis and outcome monitoring for Norwegian Red Cross supported operations.
-
Responsible for the coordination of country level data management and communication of results for evidence-based reporting for strategic decision making.

Operational responsibilities:
-
Provides support in the development of quality project packages to be submitted for internal approval before project start up, ensuring adequate budget is allocated for results and information management.

Functions as focal person for HNS project staff for development of the logical framework and Plan of Action in adherence with the Operational Framework and systems of the National Society, ensuring the monitoring and evaluation plan is developed and followed.

Coordinate, support and advice on primary and secondary data collection, management, storage and archiving.

Publishing the project logical framework into the Norwegian Red Cross digital indicator tracking table and reporting relevant project data on a cyclical basis.

Quality assures overall data and quarterly reports provided by HNS.

Supporting the analysis and communication of results for evidence-based reporting.

Contributes to adequate needs assessment and outcome monitoring to inform design and steering of relevant projects.

Supports in the planning for evaluation to measure programme success, including development of Terms of Reference, coordinating with National Society and external consultant and quality assuring the process and the deliverables.

Conduct field monitoring visits in coordination with line manager and technical colleagues. Undertake in situ monitoring of progress and discuss adjustments to improve results and achieve objectives.

Support in identifying training needs for HNS departments and implementation in accordance with an agreed capacity building plan.

Promote a learning culture within the Country Office and document learning and best practices in line with Norwegian Red Cross International Strategy.

Support HNS field staff to document their successes and best practices as part of learning exercises.

Promote feedback mechanisms to ensure community engagement and accountability of Norwegian Red Cross supported projects including making real-time adjustments to program implementation as needed.

Support initiatives to strengthen HNS use of digital information systems including DHIS-2

Perform duties and tasks not covered in this job description and provide support to colleagues when necessary and assigned by the line manager.

Collaboration:
-
Consistently provide support to the project teams of the HNS and ensure that Norwegian Red Cross rules and guidelines are anchored among HNS personnel.

Works closely with the Information and Results Team, to ensure consistent accountability towards Norwegian Red Cross guidelines and standards for information and results management.

Mission specific responsibilities:
-
In coordination with the IFRC, assess the gaps in PMER and HMIS departments and propose actions to strengthen these departments.
-
Provide technical support and be part of technical working group in establishing SOPs, guidelines and policies related to PMER and HMIS.

Ensure joint field visits with the PMER colleagues for the NoRC projects for joint monitoring.
Education:

Master’s Degree in relevant discipline
Experience:
-
Minimum 5years of relevant working experience in an international humanitarian organization
Personal qualifications, skills and knowledge
-
Capacities and experience in monitoring and evaluation
-
Capacity in humanitarian information management
-
Proven ability to monitor (Health, Protection and Cash, Other as relevant) programmes in challenging contexts.

Proven experience in applying best practices in project cycle management.
-
Excellent analysis and reporting skills on humanitarian projects with measurable results.

Understanding of the interagency coordination mechanisms and the Red Cross Red Crescent movement is an asset
-
Working proficiency of regional languages is required. Fluency in English is an asset.

Ability to work towards achieving and measuring objectives and results.

Ability to convey and communicate effectively.

Willingness to travel in country as needed
