Tender for Selection of Vendor for Supply of Livestock and Mini Shop Items

1. Background

A well-known organization is inviting sealed bids from qualified vendors for the supply of various items to support livelihoods through livestock distribution and small business startup kits. This initiative aims to enhance economic resilience and income generation for targeted beneficiaries.  Enhancing food security and nutrition by providing a reliable source of nutritious milk and meat to vulnerable communities. Alleviating poverty and boosting livelihoods by offering a valuable asset that can generate income through the sale of goat products. Building climate resilience in communities by distributing goats that can adapt to challenging climatic conditions.

2. Objectives of the Assignment

To engage reliable and experienced vendors for the supply and delivery of the following items:

1. Livestock (goats)

Specification 

i. Breed of Goat: Tharki

ii. Live weight: 20 to 25KG,

iii. Age: 12 - 16 months,

iv. Vaccinated according to vaccination chart

v.  Weight would be measured before the quarantine and during the distribution.

Warehouse

i. The vendor would arrange a warehouse near the organization's office or in the targeted villages of the District, Tharparkar.

Quarantine Time

i. The minimum quarantine time for goats will be 10 days as per tender requirement, and additional 4 days may be increased required based on the goats' health and fitness.

ii. During the quarantine time vendor will ensure proper care and vaccination of the goats.

iii. The supplier will be responsible for fresh feeding, Freshwater, transportation, accommodation, and medication up to the handing over to the project participants.

iv. During the quarantine time, all goats will be covered under the shelter/shadow.

Leg Tagging

i. The vendor will arrange the leg tagging, which is also recommended also internationally approved, and trace to goats during the post-distribution monitoring.

Certificate

i. Fitness certificates are documented and signed by the Vendor, veterinary officer (Livestock Department), and PVDP representative. The vendor will be responsible for the printing of all certificates.

INSPECTION PROCESS:

The following steps will be observed: (Will be repeated in all locations for each goat lot supplied by the recommended bidder).

Step1:

i. Suppliers bring goats to the agreed location. The committee, including the Vet Doctor/Livestock Management officer, certifies each goat that meets the specifications.

ii. Vaccinations and deworming are provided at this stage and documented.

iii. Each goat, once accepted, will be tagged to identify it as a selected goat.

Step 2:

i. Supplier will be responsible for the transportation of live, healthy animals to distribution points.

ii. Upon arrival, the Veterinary Doctor and Committee will confirm that the Goats are alive and healthy.

iii. Pictures of each accepted Goat, including the tag, will be taken.

iv. After the final check, the goats will be distributed to beneficiaries by the organization's team.

2. Sewing Machine

Niddle: Single niddle

Box: Wooden box 

3. Scope of Work

The selected vendor(s) will be responsible for:

• Supplying high-quality livestock as per local breed standards and veterinary health certifications.

• Supplying complete mini shop startup kits (based on specified item lists for each shop type).

• Supplying the best quality of Sewing machines with their tools and sewing supplies.

• Ensuring timely delivery to the designated locations.

• Providing necessary warranties or after-sales services, where applicable.

4. Expected Deliverables

• Verified delivery of livestock with health certificates.

• Complete kits for each type of mini shop.

• Delivery documentation signed by recipients and organizational representatives.

• Final report summarizing the delivery process and any challenges encountered.

5. Application Process

Interested vendors must submit:

• Company profile

• Valid registration certificate

• National Tax Number (NTN) certificate

• Active FBR status

• Work plan with delivery schedule

• Affidavit (on judicial stamp) affirming no blacklisting

• Copies of work experience certificates from last 2 years

• Summary of work experience (past 2 years)

• Two -year bank statement

• Financial bid on company letterhead (signed and stamped, itemized) in the attached financial format

6. Terms & Conditions

• Delivery in District Tharparkar

• Vendor responsible for unloading at given site

• Full delivery within contractual timeline

• Bid Security: PKR 10,000 (refundable), via pay order/demand draft

• Prices must include all applicable taxes

• Unit prices required – lump-sum bids rejected

• Shortlisted bidders to submit samples within 3 days

• Organization reserves the right to verify all claims and references

• Fraudulent practices lead to disqualification

• Payment based on physical verification

• Performance bond: 10% of total contract value (refundable after 3 months)

Important Notes:

Quantity: At the time of quotation, the vendor will only quote the rate for each single item as mentioned in the financial proposal format against the each lots 1,2,3,4,5,6,7,8. The quantity will be decided at the time of signing the agreement.

7. Submission Guidelines

Proposal Format:

• Submit Technical Proposal and Financial Proposal in separate sealed envelopes:

• One marked “Technical Proposal”

• One marked “Financial Proposal”

• Enclose both in a single sealed outer envelope
