Terms of Reference for Recruitment Firm/Individual

Introduction:
Right To Play International is a global non-governmental organization that uses the transformative power of play to protect, educate, and empower children and youth facing adversity. The organization helps one million children weekly in more than 20 countries build essential life skills and better futures while driving lasting social change. The organization is registered with the Government of Pakistan and has implemented numerous projects in over 20 districts in KP, Sindh & Islamabad since 2008.
Background
The Goal Program is committed to empowering adolescent girls and young women from underprivileged communities by equipping them with the tools, skills, and confidence to pursue meaningful employment opportunities. These young women often lack the resources, networks, and guidance required to enter the formal workforce, despite having strong potential and determination.
As part of the program, participants have undergone intensive training in soft skills (communication, teamwork, problem-solving, etc.) and have been enrolled in Technical and Vocational Education and Training (TVET) institutes in Islamabad, Lahore, and Karachi. They are now ready to transition into the workforce.
To support this transition, we are seeking the services of a professional recruitment firm/individual to facilitate the job placement of 25-30 young women in line with their skills, training, and aspirations.
Objective of the Assignment
The primary objective is to identify and secure suitable employment opportunities for 25–30 young women trained under the Goal Program across Islamabad, Lahore, and Karachi, ensuring that the jobs offered meet program requirements and support long-term career development.
Scope of Work
The recruitment firm/individual will be responsible for:
- Engaging with employers across relevant sectors in Islamabad, Lahore, and Karachi to identify job openings that match the girls’ training and skills.
- Facilitating interviews between employers and the candidates.
- Supporting the shortlisting and hiring process in coordination with the Right To Play team.
- Ensuring that the jobs meet agreed-upon minimum standards (e.g., safe working environment, fair wages, potential for growth).
- Providing periodic updates on progress, challenges, and placements made.
- Supporting candidates through the onboarding process.
Candidate Background
The young women being placed:
- Come from low-income and underserved communities with limited access to formal employment opportunities.
- Have completed structured soft skills training through this program.
- Have been enrolled in TVETs across Islamabad, Lahore, and Karachi to acquire vocational and technical skills.
- Will be matched with opportunities that align with their training, interests, and potential.
Deliverables
- A placement plan, including targeted sectors and employer engagement strategy.
- Employer outreach log (organizations approached and outcomes).
- At least 25 successful job placements.
- Final report summarizing the placement outcomes and any lessons learned.
Timeline
The recruitment firm/individual is expected to complete all placements by June 25, 2025. A detailed work plan outlining key milestones, including employer outreach, candidate interviews, and placement confirmations, should be submitted within one week of contract signing.
Qualifications of the Recruitment Firm/Individual
- Demonstrated experience in recruitment and job placement services, preferably with a focus on entry-level or youth employment.
- Existing employer networks in Islamabad, Lahore, and Karachi.
- Familiarity with gender-sensitive and inclusive hiring practices.
- Strong coordination and communication skills.
